Saudi Arabia Standardises Government Procurement

Saudi Arabia introduces new procurement standards for government contracts

Saudi Arabia has taken another significant step towards strengthening public sector governance by introducing seven new standardised procurement regulations for government contracts. The initiative reflects the Kingdom’s continued commitment to improving efficiency, transparency, and accountability across public spending, in line with the goals of Vision 2030.

Under the new framework, all government entities will be required to follow unified procurement standards developed by the Government Spending and Projects Efficiency Authority (EXPRO) when preparing tenders and awarding contracts. By replacing individual procurement practices with a common set of standards, the government aims to simplify procedures, reduce delays, and improve the overall quality of project delivery.

  • Key sectors covered by the new regulations:
  • ย Military & security catering services
  • Municipal cleaning and waste management
  • Parks, landscaping & irrigation
  • Security guard services
  • Marketing & communication services
  • Uniform procurement
  • Furniture procurement

Why this matters

A standardised procurement system creates greater consistency across government projects while ensuring public funds are used more effectively.

It also enhances transparency in tendering, strengthens compliance, and helps government entities deliver projects on time and with higher quality standards.
